The Cosmic Diary is used on Luigi to obtain Cosmic Luigi.
The spawn rate of the cosmic diary is unspecified but is easy to find. Also note that the cosmic diary is rendered useless (Unless you have Luigi), due to the fact that Luigi is no longer obtainable.
